The best way to regulate prices is to build more houses. The government needs to invest in building more affordable houses, not intervene in the free market by setting up artificial prices.
The more that is being built in Xamar, the more experience is gained, which usually leads to better technical expertise leading to better building methods, lower costs, and affordable prices.
The government can invest in housing market and set the rent low since it doesn't need to maximise profit margins. Although, in my opinion, it should focus on supplying the private market with cheaper electricity, better infrastructure, and more building materials. Those three would make prices more affordable for the masses than any number of dumb socialist policies.

I've been begging for this. Make prices affordable for locals and build social housing. This won't happen instantly but gradually we can get people into a higher standard of living.
