Two reasons :

1) Election Season and Tough Decision coming up - Meaning more bombings by many factors. AS is just a puppet for players.
2) Conspiracy but Kheyre paid AS to reduce bombing, especially his tribe members. "Ramadan gift of $1m to AS", as you may seen this Ramadan "no Ramadan major bombing" unlike the past. Once gone, money stop, bombing start.
