The only solution I can think of is to curtail the mass migration of people from somalia to the diaspora, no one talks about the ills of the Nepalese or the Namibians for example, because they lack the representation, they are in their native lands and cannot therefore be criticised etc. Anyways, don't be too focussed about what happens online, we have no true power to change the individuals at their core, banning is no true recourse as they can offset that with new accounts.
