Most Ministers have a Private Troops, and they can Arrest you and bring you to NISA, Since alot of the Troops who Guard Ministers come originally from NISA.

So if this guy was working with AL-Shabaab, then they will do an investigation against him and see what's comes out, Apparently by law they are allowed to hold you for up to 10 days.
