It looks like British ones,properly there for refueling reasons.

Looks like new Helicopters For delivery.. if they were operational they would have Markings on them UN AU etc

Apparently they are heading to south Somalia.

They aren't military helicopters, they are owned by a pmc or humanitarian group. They also aren't British, as they are Mil Mi 17s, Russian made and we all know that they re "evil" and "bad bad people".
