But if they obey you [once more], seek no means against them. Indeed, Allah is ever Exalted and Grand.

Aside from the joke, yes the husband is the head of the house and in charge of his wife and children. However, it comes with great responsibility and the husband is expected to treat his wife kindly and raise his kids properly like a good father. He is expected to provide and protect his family.
