I think a munafiq is necessarily a kaffir. I believe a munafiq by definition is a kaffir who poses as a Muslim. I think calling someone a munafiq is thus a form of takfir. I don't dispute that there is minor nifaq and major nifaq. Someone who falls into minor nifaq is not a kaffir.

But I think it's strange to call someone a munafiq who is only guilty of minor nifaq. I think "munafiq" normally refers to people who are guilty of major nifaq, who are outright kaffirs.

for example Sheikh Ibn Baz here says that the munafiqun are kuffar:

on the other hand, Sheikh Luhaydan to my understanding believes it isn't takfir as long you intend minor nifaq... but even he I think seems sort of uncomfortable at the question... so I guess technically maybe you could use it to refer to someone who is guilty of minor nifaq but I think it's weird to use "munafiq" in that way...
