Do you know how Afghans become religious in the first place? It happened during the time when the US were supporting the mujahideens against the 'communists', while KSA's were simultaneously funding madrassa that turned them more religious, especially in Pakistan where many of them ended up fleeing to and thus spreading back to Afghanistan.
Granted, many of the rural Afghans were already religious, albeit heavily (Pashtun) culturally influenced, and by the end of the Afghan/Soviet war and civil war leading up to the first Taliban rule, you had the 'religious fanatics' that you're referring to. It's safe to say that KSA is part of the reason why you have the Talibans today.

The interesting difference between Iran and KSA today is that Iran is a theocratic state where the leaders are religious while many of the people are less religious or secular, while KSA is the opposite with a more secular minded monarchy (of the new generation) but a very practicing Muslims population.
However, I don't think that he's trying to liberalize his people to avoid a ticking timeline that will end with the deposal of the monarchy. But rather that KSA can not rely on its oil revenue to sustain a world where people are more conscious and reducing reliance due to climate change/transitioning to renewal energy and importantly depleting all of their resources.
Up until a few years ago, KSA was more or less cut of from the entire world. You could barely get a tourist visa to visit there. MbS is therefore trying to open up the country to the world, change the foreign perception of his people and their reputation of ' religious fundamentalists' and attract foreigners. More or less follow UAE's path. Due to this factor, and probably his own religious stances, he's slowly controlling the influence of religions for Saudis to adopt more 'open' outlook, especially restricting the presence of Islam in the public sphere in general. One way of doing this is limiting influential sheikhs to only those state approved and only goes in line with the agenda of the rulers.
The biggest threat is obviously political Islam as they call it (i.e. sharia ruled country), which is what he's suppressing the most through all 'reforms' initiated ever since the takeover of MbS.
