They need to give up on the tribal culture which is responsible for much of the failures in our society. In Somalia tribe means strength, injustice, justice, weakness, success and failure. It is not a good system for impartial justice and progress. You need to equalize and take the clan friendly culture out and introduce Islam as the sole arbiter of justice since it is neutral to all Somali clans. Every Somali should abide by the rule and expect to pay up for their mess.
Somalis like to play a game with faith and apply where it serves their interests by day and by night engage in the culture of gaalnimo including tribalism. The prophet peace be upon him declared tribalism to be pre-Islamic and those who adhere to it to be outside the fold of Muslims.
