That's part of the tuugnimo. Sitting in exams doesn't mean anything. He won't pay their salaries. He stopped paying a lot of the soldiers and those he pays he cut their salaries. He also cut civil servants salaries

Culusow is consistent in not paying salaries. So he won't sign 10000 teacher. I bet it a ploy to steal donor aid.
