All turnbull will do is go to each section one by one and say what you supposed to deliver? and they say a b c and how effective u doing it and how much resources do u use up to do it and work it out quite simply by comparing the most efficient and effective teams in the building and say why you fallin short when we got this as a baseline of excellence and heads START to roll!!!
what you going to say to defend yourself? ummmmmmmmm we need more workers? well same team in another department is doing it with 50% less workers why can't you? oh they get less workload, ok lets find a similar department to you in size. U end up getting nailed u truly do when u play into maze.
One thing I do like about their system is anyone in the bureaucracy must keep politics out of his work, how they enforce that is another story altogether and if they even do we will find out in this health check. Somalis dont do that, when a new leader comes he brings a whole new team changing the departments and we start from scratch every 4 years.
So best comparison is a ship and staff on-board, when we elect a new captain, u expect only the captain and his team to change and maybe staff on board and their higher ups but not the staff themselves, their doing task orientated things and the same assessments each new leader needs won't change much as they will apply their new idea and use the same systems in place already. We however replace the whole ship and it's crew even the lowest worker and start from scratch plus we remove all systems inside. It's a mess
