Yes it is possible, but Somalia is a clan based society no clan really wants to miss out on “representation”.
This recent hold up with South West State can be resolved and bear in mind at least 255 MPs have already been selected its just a remaining 20 or so seats left. We can at least make sure those 255 have been sworn in and ready to take part in speaker of both houses elections but make sure the last 20 (Ceelwaaq & Jowhar) are ready for presidential elections.

Reer Gedo has nobody to blame but themselves by not allowing the legitimate Madobe government rule them, they shut themselves out of the selections process as a result
Is that why they are just holding the inauguration even if the Lower House is incomplete? so that the 255 are official and they can finally hold a quorum?
Therefore, holding a quorum within missing representations from Gedo will raise renewed tensions?!

The Quorum is already met therefore the Inauguration process will begin, the country is parliamentary this will mean the powers of the country/president will be given to the new parliament as they are the only ones with legitimate mandate. Temporary speaker will be head of Gov.
Those that are not present tomorrow will be able to join the last inauguration ceremony just before speaker elections.
So does that mean by after the inauguration and the choosing of the temporary speaker, Farmaajo is technically not the president anymore? and this interim head of gov will have presidential powers while preparing for the presidential elections?

Legally speaking, it is possible to hold elections for the two speaker positions without those 20 MPs. Realistically, this would make those elected speakers illegitimate.
Since Carta, the consensus has been that no clan can be left out of decision making. Farmaajo knows this and is using it to get more time.
A working parliament is the one that has a quorum. There's no quorum when you're building a new parliament, that's effectively saying some clans will be excluded and others will be included in decision making and getting representation at the table. Destroys the basis 4.5 somalia is based on.
It's in the constitution that the parliament represents all somalis, so how can a parliament that doesn't do that be legal. Let's quote from article 64 in the Constitution:
(2) The House of the People of the Federal Parliament shall have two hundred and seventy-five (275) ordinary members.
(3) The members of the House of the People of the Federal Parliament must represent all communities of the Federal Republic of Somalia in a balanced manner.
275 members. Anyone who tells you election can be held with a single mp missing is lying.

No clan should be left behind really. I think once these MPs are sworn in we should give Gedo & Jowhar 14 days to complete the lower house elections before the end of the month.

Based here, Somalia previously elected a president with an established Upper House in 2012 -- based on the constitution. They will probably do the same now with an incomplete Lower House and elect the new president

Thirdly, Baydhabo has 3 seats and that is their issue and it will be sorted with FEIT. With Regards to Fahad Yasin seat which belongs to Hirshabelle Constituency will be dealt with the relevant authorities.

Break down here. Madoobe wants to move on from the Gedo MPS because it’s tiring and without fruit to bear. It’s the Vice President and other MXs in Kismayo who insisted elections will not happen unless their beesha get representation. So now Madoobe is left wondering does he work with his Vice President and do something in Ceelwaaq or does he completely abandon the mission.
Even as mere puppets to Madoobe MXs won’t give up on their mps, I didn’t even think the VP had a collarbone let alone any kind of damiir. It’s quite interesting at least.
