They Give them a bridge located in the largest valley so they can get experience in building bridges
This year's rainy season was the strongest and this valley receives all the rain that falls in the golis mountains, so it is the largest.

The design should be based on weather data, and it should have LOTS of redundancy so you dont rebuild it during its life cycle. If the bridge is to stand 50 years it should be able to withstand all the possible weather events that would happen in that duration.
Otherwise your just pissing money up the wall.
An absolute freak weather events i can understand. But the bridge coming down due to large seasonal rain is ridiculous. I hope that isn't the reason.
