The best option might be all communities near kilil borders to be heavily armed so they wont need Liyuu then send remaining Liyuu to maintain law and order in the main cities like regular peace officers do around the world and of course send condolensces to the families whose sons have been sent to fight TPLF

The main agenda is to destroy somali Liyu police and let oromo and Afar liyu police have a field day in DDS.
You know that the Somali Liyu Polis wee not killed by Afar militia but ENDF who pretended to be Afar militia and ambushed them after Liyu Polis were told to vacate their positions in Sitti.Almost 1K Liyu Polis were killed in the ambush as ENDF had superior weapons what do you expect the 10K Somali Liyu Polis in Tigray region.
They will not survive even for a day.
Its imperative for DDS and Djibouti to make sure Sitti community are prepared for the vacuum created by TDF destroying Liyuu. If it comes to ENDF in such a bad shape they need Liyuu fighters against Tigray then that might mean Cagjar and remaining Liyuu in DDS have more leverage against AddisAbaba.

Im not sure if Cagjar is a centralist but even if he agrees to weaken DDS Liyuu then its even more emparative that Ogaadeeniya border communities form parallel local defense structures. Liyuu have been weakened by centralists. Liyuu wont be able to help local DDS border communities but also Liyuu wont be able to stop those local DDS border communities from setting up their own militias
Heads centralists weaken DDS kilil structure and subkilil level local communities get freehand to defend themselves from Cafar/Qoti attacks tails a strong Liyuu stays and hopefully defend kilil borders
