PL is the most secure state in Somalia, international community put Garowe in same standard of Hargisa security. The terrorist attack killed the Nugaal mayor will not change the states of PL safety in 21 years.

There are banks in Jigiga,The West and Djibouti so I don't know what you're trying to imply.
