The only i could envision this is if the southerners do these first: hand over all of barre's henchmen ao they can face SL sharia courts for their crimes, every reer konfuur apologize to an isaaq for their support of the crooked SNA, and thirdly they agree only isaaqs will govern for 100 years pending the results of a civilizing campaign of the south.
