Because of the devastating civil war that made Somalia into a failed state and got paid by the UN. It does not make Kenya into a benevolent state. They merely took advantage of the situation and started closing down the camps as soon as they had beef with Somalia.

Well it is, compared to all of Somalia. Garissa is officially part of Kenya and is one of the worst and poorest part. Compare any of Kenyan parts to Somalia and Ethiopia and it is undoubtedly the worst.
