Key points in the new election model

1. We will have caucuses instead of direct elections.
2. Somaliland votes will be conducted along tribal lines
3. Elections will be based on parties not clans.
4. Elections in one day
5. State parliaments elect senate. So jubbaland , puntland, galmudug etc will elect the senate.
6. Women are guaranteed 30% of seats
7. IEC will have the power to dispute the elections and will manage them.

Parliament will debate new model and ask for changes if it doesn't suit it. This new parliamentary system allows both the states and the parties to have significant representation. It is a unique federal system!
