I don't understand. If the court rules that the waters belong to Somalia, then isn't the case closed? Are they going to revive a case that has already been ruled on by the ICJ and bring it before the UN once again?
Even if they somehow accomplished that, they cannot erase the ICJ ruling. It will always be there as precedent and will be used as a basis in future cases by Somalia, in addition to the mountain of evidence that we currently have. In other words, Kenya would not be able to keep the waters forever if they stole it.

The maritime case is ending in a few weeks. Kenya won't get their seat on the security council until 2021. I don't think they will be able to do anything about the sea because the case will be long closed by then.
Exactly. The problem with Somaliweyn and any pro Somali politics is that there is no one who would benefit from our rise to power. Everyone with the exception of Afars, who it is in our interests to create a buffer state (Afaria) for, would only lose power.The court can rule all it likes
You're pre-empting what the ruling might say. I think it'll tell them to come to a negotiated agreement of some kind
At the end of the day the "International Community" decides how to implement the ruling
If enough American/Oil/Norwegian/British/Chinese oil companies are interested in the oil & gas fields, they will make up some excuse to award it to Kenya
At the end of the day geopolitical interests of the super powers, regional powers and multinational corporate interests drive International Law, as @Somalinimo indicated

Today there is a debate at the International Court as to whether Kenya owns it or Somalia owns it

It has the backing of the African Union
It has the backing of the EAC
It will have a seat on the UNSC which it can leverage to get support from other countries who want to get things done at the UNSC i.e. on an (indirect) quid-pro-quo basis
