Kenya govt seems to be not issuing visas to those who hold diplomatic passports until they get clearances from their security agencies and also the security reports of allied countries that the individual is not an Al-Shabaab affiliated. So it seems the security of Kenya is taking precedence over the needs of Somali passport holders.
