They won't seize the port but instead, they might lease the port to raise capital to pay for the loans. The exact thing happened in Sri Lanka as they were struggling to pay non-Chinese creditors and had low financial reserves which forced them to lease their assets (port) to raise immediate cash to fix their balance books.

So he's being semantic seizing = leasing it's the same thing I think he is softening the blow which is about to come.
