Definitely rigged. Why would they want to release information like that? it doesn't benefit them to release factual information.

It was to be expected that Mandera's population was going to decline in this census. There is no way Mandera had a population of 1 million while Wajir and Garissa combined were 1.2 million. Now that census figures have been linked to state issued IDs, it is much more difficult to fake your numbers.

The Ogaden in Kenya have reached 1 million strong as of this census.
