Very common in India as well, it's a cultural issue, I haven't seen this as a problem in Somalia, at least in the north.
Just because your male cousins are not your mahrem, doesn't mean you should marry them. I always saw it as a way to protect women (covering up, not being alone with males), not a guidance on who to marry.
