There are implications to not compensating foreigners who paid for their properties. No one will trust Somalia to honour contracts, legal obligations, etc. No one will bother investing millions for industries. Many Somali businesspeople in the UAE and Kenya don't invest in Somalia for a reason. One of the richest people in Uganda is a Somali woman and she has built nothing in Somalia but has large projects in East Africa. No one trusts Somalia.
 
we can pull up a genocide and match it to Italian owned (public) property. Of course if any Italian citizens owned houses before the civil war they should be compensated, but public property isn’t in discussion.
 
Assets legally owned and purchased will have to be returned to them or the government will have to provide them compensation. Somalia has to respect property rights or no foreigner/company is going to invest there. Even the most peaceful parts of Somalia don't respect property rights. This is serious. Your own brother will steal from you and the kangaroo courts drag it out for years. I am not going to comment on the cathedral and others but peoples' homes must be provided back to them.

You should be happy I care about this low trust society that is Somalia. It shouldn't be a surprise that the most peaceful parts of Somalia sees zero large dollar foreign investment by gaalo or even fellow Somalis. Any other untapped market would have rich investors come running. Not in Somalia. No legal guarantees, no insurance system, nothing. A big market burns down in Hargeisa and no plans to do a report or investigate or next steps so it doesn't happen again or how to protect future businesses. Some guy and his clan militia can say "wallahi ana leh" and take over. Even "Africa's best kept secret" Somaliland is not safe as we see in Las Anod. You should be happy I'm talking about it. The Italians better have their houses paid for. The circus must end and the clowns wash off their makeup.

Italy is definitely going to get all of the properties they’ve listed as owned by the government and its citizens. We can scream until we’re blue in the face but this is reality.

I read this a few days ago. And if it is true, then it is like a bank robber asking the police to return him the money he stole after being caught.
 
I like the Somali sentiment of F the colonizers but I'll have to agree with @AbdiFreedom. Legally owned and purchased assets will have to be returned to it's rightful owner. This wasn't possible before hence why Italy never asked and it's still not fully possible today. But in a not so distant future Somalia will be AS free.

I very much doubt there are much assets left owned by the Italians that weren't legally repossessed during Siad Barre tenure.

The only significant contract/assets by foreigners owned in Somalia are the oil concessions made during the Kacaan period and whether they are still valid.

Even the church is not owned by Italy, but Roman Catholic diocese of Mogadishu, its the property of the Vatican.

Mark my words, out of the (former) Italians/Vatican owned properties; most of them would probably end up be sold if there were to be given those assets back. With the exception of this church. The Vatican's representatives have indicated before that the may see a future, where it would be allowed to operate again.
