He was the khalifa, as khalifa he can prohibit kaffirs in kaffir countries from doing certain things in his lands but who is he to stop the Jews in his territories from moving into Palestine and Jerusalem, when not even the Sahaba did this (and infact they actually gave the Jews their lands back from Greek colonists, and allowed them back into Jerusalem after the Christians made that forbidden)
There is a difference in the situations. The Jews in the 7th century were divided, unorganized, and weak. The Jews in the late 19th century were organized, wealthy, and openly attempting to colonize Palestine. All efforts towards buying land there were to build a future Jewish state, not mere business.

Zionism was a European movement there were no MENA Zionists until they got deported to Israel following the Nakba. Additionally while it is true that Ottoman Jews were getting richer that is true for all of the Ottoman people, which allowed the Ottoman Jews to visit and live in Jerusalem. This is true of Mecca and Madinah too, the Ottoman Khalifa got richer so Muslims were able to make Hijrah waaay more, causing them to make the Hijaz railway. Also this is true of Christians as with more money they could make pilgrimage to Jerusalem, Bethlehem, and Nazareth as well as simply just move to those cities.
Who do you think was funding it? Theodore Herzel offered billions to the Ottomans, yet you think he wasn’t the one organizing land buying? Everyone knew it was going towards building a Jewish state.
