They gave them their own world civilization (read as in culture) grouping. I think it is because their culture is kind of unique and a mixture of Amerindian and Iberian mostly, while the US and Canada have more a European culture. This book was also written like two decades ago, so there were fewer non-Euro immigrants in the states back then.
