PS: This 4.9 Billion is the money that was supposed to be given to The Federal Government.
 
Saudia Arabia is broke, has insurgency on all fronts including inside its own borders and has virtually no private sector.

Oil will remain below $100 a barrel for the forseeable future. Even if Saudi Arabia succeeds with its plan to float Aramco on FTSE 100, making Aramco the biggest company in the world with reputed enterprise value of $2 trillion, the Saudis will still struggle to feed a nation of 30+ million that doesn't do any work and relies on government stipends.

The regions need power plants. There's mountain ridges in Qandala that have Coal. An investment in wind power and coal power can bring returns to the Saudi investment.

The power grid can go as far as Zubbaland, and Somalia would need a $10billion investment in order to see that through.
