Even those countries without armies can beat Somalia with their local police forces
Without the West's interference, al-Shabaab can beat many countries, including Ethiopia.
Al Shabab and affiliated militia defeated the so called mighty Ethiopian army which had american air cover in 2006-2009.
If Somalia armed forces are given proper training, discipline, and equipments
They would easily be among the best in africa if not the world.

The operative word is; air power. Taken out of the equation, secular forces would fare badly, as evidenced by the episodes in Mosul, Ramadi, Kunduz, and many other places. It took many months of fierce fighting, and the only factor that drove the Islamic State out of Kobani was air power, which almost flattened the entire city. I wonder what the West would do if the Islamic State manages to develop a way to neutralize air power. Not really.
In conventional war or the guerilla tactics?
The Ethiopians totally steamrolled the Maxaakiimta and captured Xamar in a week when the battle took place outside the towns.
AS eventually wore them out using guerilla tactics in urban combat. It's hard to defeat a small, unconventional elusive enemy just ask the Americans in Iraq and Afghanistan. Eventually bodies pile up and the invader leaves.

Since the invasion of Afghanistan, +90% of those killed by aerial bombs were innocent civilians.“The bombing continued for more than 30 minutes after American and Afghan military officials in Kabul and Washington were first informed,” the medical charity said in a statement.
