Is the bac madow business still going on in Somalia?

All through out the civil war some Somali clans were taxed, howd and massacred in large numbers. They used to pay jizyah to the ruling warlord every year without hesitation. They were even forced to field fighters with force and couldn't refuse at all. The famous warlord Indhacaade used to tax the Biyamaal extensively during his occupation. Is the shenanigans still ongoing in some parts of Somalia?
