Where I come from, such incidents are not common. However, if someone from a majority clan were to commit a heinous act like murder against a member of a minority clan, justice would prevail through the proper procedures of xeer law. The established process ensures fairness: the blood price may be accepted as compensation, or, if rejected, the perpetrator faces the death penalty for the homicide.
The north didn't suffer from the dismantlement of xeer law like the south, the Italians rooted it from the ground up, while the British rarely interfered outside of the ports.
