Is military conscription the best way to deal with the Somali population issues?

The two major issues currently I believe facing the startup of Somalis economy (outside of corrupt leaders and terror) is the tribal disputes as well as the fact a massive percent of the population is lazy as shit and would rather chew on some leaves. I believe that a military conscription for all of age in Somalia will be a massive benefit and boom to the Somali lifestyle and economy.


So, would forcing a random percent of the population each year to forced military training a good way to force social integration as well as a change in behavior amongst the population. By doing so the government if competent would be able to dissolve most of the strong tribal prejudice by intermixing the various components of this potential military. Additionally, this will help the population to get a disciplined style of life, by enforcing strict bedtimes, work times, mealtimes, work ethic, and general education. Furthermore, mandatory Somali military conscription of perhaps 2-3 years selecting a random group of individuals, each year will bring in a massive work force that the government can use to build roads, build schools, irrigate lands, farm lands, survey the country, and generally educate the population.

I believe that this would be an amazing way to potentially remedy most of the issues plaguing modern Somalia, thoughts?

Would also bring them closer to the state once they see that the government is bigger than their clans.

Every dollar spent on this would generate countless more through producing a more productive workforce.

While we at it might as well create a social credit system like China.

Military training would be the best education they'll ever get.

Somalia is broke and can’t afford to house, feed, educate, and train that many people right now.

Costs could be offset by putting them to work. 20 hours per month of work in state factories or mines would pay for most of it.

They can then take those vocational & managerial skills they learned and work full-time in the industry.

You got to understand that this isn’t to fuel further wars but rather integrate the country into one, the "military" will be more of an engine to fuel economic growth and opportunities as well as change the culture undisciplined culture some possess. It'll also be the best way to educate the older generations and give them skills to help fuel the agriculture and industry sectors.
