أَخْبَرَنَا أَبُو الْقَاسِمِ عَبْدُ الرَّحْمَنِ بْنُ عُبَيْدِ اللهِ الْحِرَفِيُّ بِبَغْدَادَ أنبأ عَلِيُّ بْنُ مُحَمَّدِ بْنِ الزُّبَيْرِ الْكُوفِيُّ ، ثنا الْحَسَنُ بْنُ عَلِيِّ بْنِ عَفَّانَ ، ثنا زَيْدُ بْنُ الْحُبَابِ ، عَنْ حَمَّادِ بْنِ سَلَمَةَ قَالَ : حَدَّثَنِي ثُمَامَةُ بْنُ عَبْدِ اللهِ بْنِ أَنَسٍ ، عَنْ جَدِّهِ أَنَسِ بْنِ مَالِكٍ قَالَ : " كُنَّ إِمَاءُ عُمَرَ رَضِيَ اللهُ عَنْهُ يَخْدِمْنَنَا كَاشِفَاتٍ عَنْ شُعُورِهِنَّ تَضْرِبُ ثُدِيّهُنَّ " .

We can't discuss hijab without bringing men in to the equation meaning a man's attraction and desire is what determines if a woman needs to cover her body or not . A great example would be the Muslim slave women at the time of the sahabah were exempt from wearing the hijab because there was no fear of fitna

A slave muslim woman is equal in the eyes of Allah to a free woman and has to adhere to her all islamic duties except wearing the hijab and the reasoning behind it, was slaves didn't fit the Arab man's standards of beauty and attraction.

Same logic applies for example if a Nigerian Muslim woman is traveling to the middle east, she doesn't need to cover her Madow hair coz Arab men don't find them attractive

Slave women didn't have hijab on because they weren't Muslims. The rules of kuffar women doesn't translate to Muslim women.
