Depending on where you live it might be more economical to find a good office PC with a decent CPU and getting a small compatible GPU for it, laptops overheat, surface pro has a small ass screen.

You will save few hundreds if you get Steam deck or those new PC handhelds because they're portable PCs.

Steam deck will auto adjust the settings for you when you're in game so you don't need to worry about random crashes, overheating and other issues that PC have.

I would say get a PC instead but looks like you want portability. Here's mine to give you an idea for the tablet features and what playing EU IV will be like.

I'm pretty sure Eu4 can run on a potato. As for coding I'd say you build a good PC, but that should do the job. Check specs beforehand.
