They are creating large favelas with disgruntled people. What they should do, is make NGOs build social housing and ask inhabitants to pay rent/tax, even if it's a little. This way these places can be rehabilitated and most importantly, they are held accountable.
But guess what? Puntland's Political Parties would rather import a large amount of weak shisheeye whose votes can be purchased for very little money. That's what this IDP love affair is turning into; they are creating a shisheeye voting caravan.
