There is only one armed force between Bosaso to Galkacyo. 700 KM. From Galkacyo to Beletwayn 250 kilometer, PL is the 'largest armed force' among all clans. Puntland is the most secure territory in Somalia cause there isn't different armed actors who are the same size as Puntland.

Worry about those 5 different armed clans that can cause a civil war in SL, not 'criminal' matters such as Paul Formosa.

They don't understand that India is the #1 destination for Somalis who need complex medical treatment. It used to be Malaysia, but India has better prices. My reer collected money for a relative to get a kidney donation from her daughter, the procedure took place in India.

Outside of Galkacyo, a city whose safety is not in Puntland's control, Puntland is very safe.

There's a hospital in Gaalkacyo that conducts CT scans and sends the results to India for interpretation and analysis. Also, many students from Puntland are studying in Indian universities.

India is a poor and stinky country but they punch way above their weight in healthcare and education.
