Hargeisa is an example of a city that has potential but very bad leadership.
You will see a lot of nice buildings but the roads are terrible, not maintained or cleaned.
I wonder why they don't hold their mayor/governor accountable.

That was after bad rain storm and floods. The roads are bad but not this bad
Hargisa yes its dirty but fact says its one of the safe cities in Somalia. Xamar called by the capital you see moryaan still roaming around and bomb never end.
