Jaffar, Warsangeli territory just like Dhulbahante there was no actual governing authority existing there since the fall of the central govt in 1991 and locals usually governed themselves and if PL actually controlled the western territories it claims then Silyaano couldn't be able to go there.

yes axmed siilaanyo did visit the place but it still under Puntland control , it was a surpise visit siilanayo stayed there just for one day the eastern part is claimed by somaliland but they dont control , it since 2008 SOmaliland and puntlandfought over eastern sanaag dhahar to be exact but every time Somaliland attempt to take control over badhan and dhahar they lost to puntland one can say due to many factors , warsangali always switching side to puntland when ever Somaliland comes to close i still believe warsangali have clear stake in puntland then they have to Somaliland

Puntland never claimed to be in control over the western and central parts of sanaag
it controls eastern part of Sanaag starting from Yube to the sanaag bari border

You need to learn geography.
Warsengali live in the the Central, northern ,southern and the Eastern part of Sanaag region. Even your enclave knows and recognises it , while Isaaq live on the western part of the region.

I didn't say they do and it's not my business to tell them where to go but you have to admit that not allowing Garoowe to cement its authority in there is why there's lack of investment and labelled as "disputed territory" a label that shouldn't even existed since there's nothing to dispute for as Warsangeli and Dhulbahante were never part of Somaliland.

what enclave of mine i am neither from puntland or Somaliland i have no dog in this fight, so i see this from an objective point of view

the central part of sanaag is ceerigaabo area midhisho all the way down its strongly inhabbited by the isaaq subclans of Hj .. the closest warsangali settlement is eastern part of yube where the cumar warsangali subclans live

as of today and how it stands Somaliland controls the central and western parts of sanaag where as puntland with strong affliatin with the warsangali clan are in the eastern part
having said that there are some influances from somaliland in the eastern part they remain only influance no physical control over easternsanaag

Mentions Midhisho but leaves out al the Warsangeli degaans that stretch from north central coast of Sanaag such as Waqderia to middle of Sanaag such Shimbiraale , biyo gaduud and tons of other settlements that also stretch to the border with Sool region.

Habar jeclo lives on western part of the region they don't go past Ceeryaan and yufle , which are west of Ceerigaabo.

yes u are right i ment to say HY but how ever werent the muse ismaciil and warsangali fightin over shidan just few months ago over some gold , there i believe the lines between habaryoonis in the eastern part of sanaag and central part of sanaag isnt much clear. it needs to be full clear about that
