Why do HR and employers do this?

I remember doing an application online for a Valet job and it said you have to be proficient in Algebra, English and must be able to drive stick shift.

After landing the job, most of the niggas working there can't speak a lick of English and can't drive manual.
this goes for white collar jobs too. Nacalaa iyo HR.
