Having diplomatic ties and increased trade with China, doesn’t necessarily equate, shifting of foreign policy. Most if not all western nations have free trade agreements, or do large volumes of trade with China. The two scenarios are not mutually exclusive. I think this is a great initiative by the government.

China exploits Somalia's fisheries and gives some aid for a few projects, donates small sums to ATMIS/AUSSOM. There's no big infrastructure investment or military or technological cooperation because of obvious reasons.
The only real area of cooperation is diplomatic where both support eachother's bogus soveriengty claims. This is why China claims a strategic partnership, by the way China has more than 100 strategic partnership, it just denotes at least one area of cooperation.

Chinese usually do debt trap but there's no infrastructure to build in chaos they would just lose their money, the government would collapse etc.
The Turks are more ambitious and have understanding of running empire. They are training in Turkish language and providing all kinds of support and even running critical infrastructure, which they will never give up lol. They are taming and training the donkey, a long term project.
