Constitutional changes that he is pursuing doesn't have federal member states (FMS) support. The IC, particularly Molly Phee, has also made it clear to the Speaker of the Lower House Aden Madoobe that any changes to the constitution must have broad consensus. The combination of those 2 has really checkmated HShM's designs in the constitution.
Now, not having competent foreign and security ministers is only a lost to the country and not a "power move". For instance, with the current conflict with Ethiopia, it should been the foreign minister who should've handled this affair. Just bargaining with parliamentarians in the Lower and Upper Houses of parliament is only handicapping the govt.
