Their sending up surveillance satellites like australia pine-gap program after world war 2, the pine-gap space project was for america interests to have a satellite tool up in southern hemisphere as it already has one in northern hemisphere.
This provides America real time surveillance on cities, villages, nations, even to the accuracy of 'homes'. U seen google earth, imagine google earth in 'real time' 3-d, xray, sonar, and so many other layers applied to it.
They can technically call upon their satellites and put in your coordinates and see you showering in your home, they can do an xray scan of your property for explosives or drugs, but most importantly they can send payloads be it missiles, drones, or even nuclear warheads on ICBMS while 'watching' your towns n villages turn into parking lots and 'record' it all for 'lessons learned' to their defence department.

If turks wanted a peaceful space program u would see a-lot of 'academies' and 'research' investment in Somalia, you won't see that, there is no 'moon landing', they should just be honest and say they want to add space so they can send up 'satellites' for survelliance and also use it to expand their missile programs and eventually nuclear thru 'pakistan' exchange programs for turks and pakistani and somalia will be the epicenter testing ground where u suffer the casualties of a war with the world not them, they go back to pakistan and turkey safely.
