My strategy would be like this.

1. I would focus on GM, they hold the majority of 61 votes of Hawiye in this region. Open up second administration on Farmajo from baraxlay/cadaado so Farmajo peddling ends in a stalemate and tell the UN, there is no united Galmudug but a Farmajo led Galmudug in Dhusomareeb

2. PL/JL = 61 seats that are safe so I wouldn't worry about this and warn Madoobe there is no time for friction as Federalism is at stake with Qatari funded leaders winning Mogadishu who are Islamists and will ensure our nation never moves beyond 'charities' because no-one is going to support a terrorist state.

3. Somaliland and Dir I will speak to Dubai and tell them cut of 'berbera project' if they don't vote for Puntland Presidential candidate who is Dubai friendly

4. Koonfur Galbeed. I will threaten their PL business men that they need to speak to their leader in baydhabo or they will no longer trade in PL if they don't vote for my desired Puntland candidate in 2021.

5. Hirshabelle, I would sacrifice but if I need them just in-case I would use the 'port' threat on Hiraan that their business men are banned from Bosaso untill they align with Puntland Presidential candidate.

I would then work out positions for each region depending how important they are to my election goals, I would work out bribe prices so their not to high or above 10k as a gesture of my good will to ensure their clans-men are in a position in my government.
