Stress comes in many forms. Maybe he is talking about procrastination — that would make sense.
When you know you should be doing something and not doing it brings you anxiety and stress. Have the option to reduce the stress and anxiety by starting to work on those items. Something ive seen friends struggle with is being decisive and honest with themselves and not do it. Ive seen people stress about project for months not a lift a finger and drop class last minute. This is a double whammy because you were stressed for weeks not enjoying yourself, sleeping like shit, eating like shit and at same time never accomplished anything. Do or don't and stick to it. Preferably you take care of your duties and responsibilities I just shake my head at some of the self destructive things people do who are procrastinators. Stuck in loop of indecisiveness one foot in both worlds trapped of action and inaction
