Germany at the time before Hitler consist of more then 30 different political fashions and there’s a lot of civic unrest revolutionaries that threatened the stability of the nation, and he was able to unite the people of this country towards one because of his one track mindedness and obsessive dedication to a few central problems

His remedies where quite simple because of that he was able to grasp the regular man, with his popularity with the masses he was able to leverage it as concrete political clout to propel him and his party in to the executive position

You just need to find a way to keep the 0.01% of the population who are opportunist/ambitious in check or remove them altogether.

The rest will fall in line even if the leaders lacked charisma.

The other important thing is to have full control over the organization that you'll use to control the institutions of power.

Those in your organization are the same people you needed to keep in check hence why dictators in the past always tended to remove their original supporters the moment they get the chance.
