From the bottom of the website you can see it’s an XenForo platform and maybe it’s self hosted? It costs like $200 to buy the license and $60 to renew it every year.

Maybe they have an old laptop/desktop that runs Linux. Maybe an Ubuntu desktop server?

It’s not difficult nor expensive. Its uptime is really impressive though.
