We're already working on it. Rome wasn't build in a day, wounds takes time to heal. Somalia is currently on the path and we hope it can reach it's goal which is peace. Much have changed in 30 years and somalia progressed a lot.

Balkanization of Somalia. Only real solution if we remove emotions. But unfortunately majority can't. Alot of countries with far lesser problems separated peacefully and are now thriving.

The FMS/FGS needs to reoccupy southern Somalia. The problem is for a lot of southern clans they have little incentive to get rid of Shabaab since their choice is either Shabaab and some measure of law and order, or the government which in practice means being ruled over by a Potemkin state and/or rival clan encroachment.
Somalia should push all it's funding and create tax incentives for a city near the Jubba river; create reasons for clans/militias to fight against AS. Use a carrot and stick approach and allow amnesty for AS leaders to surrender. That'd probably go a long way.
We just need to align incentives in the right way and the most selfish individuals would automatically turn into competent people carrying out your policies because it benefits them directly.
