The intent was to afford the ailing FGS greater legitimacy, which was right at the time, sans alienating SL to which PL sought and agreed. I think it was in 2017 - 2018. Gaas negotiated, and signed in good faith when he was in charge, but it has since been hijacked, derailed, and used for the wrong purposes, first by Farmaajo, and now exacerbated by the current occupier of villa Xamar.

I heard gaas wuu degdegay and relied on gentle agreements and not a consistent evidence based shared policy across all PL govt of the day to watch Mogadishu and grade it's performance on reliable metrics such as good governance, rule of law, security, socio economic development, local and foreign confidence levels. He went in blind and relied on political agreements that flip flop every presidency.

But PL always had a fail safe in the federal and regional constitution to exercise full autonomy if the federal govt is heading towards a course other then federation of if the security situation remains the same.
