How can we have security if the likes of Xijaar are in charge of our safety?

The biggest problem in our lack of security is the 4.5 system. We have someone like Xijaar responsible for Mogadishu's security. We have Abudwaaq Biixi as commander of Somalia's infantry. These men hate HAG, they work with Al-shabab. These attacks are inside job. If these positions were given to locals, our own people. Leaders that proved themselves during Farmajoo's two year extension, USC or during liberation of Somalia from Ethiopia. I promise you that Mogadishu would be the most peaceful in Somalia and probably in Africa. We still have Ali jeeb, Finiish, Xiijaar, Odawaa, and so many other of Farmajoo's people still in charge of Mogadishu and Somalia's security.
