So while Ogaden who blocked Ethiopians from taking over the capital and Majerteen who created the damn constitution are present, a raxanwayn or a biyomaal would be given the chance to rule instead?

Saying that Hawiyes are dominant in the capital overlooks important historical context. Yes, this plays a role, HSM won his reelection not only because his clan lives close to the capital but because he was able to contrast and compare his reign to that of Farmaajo's disastrous reign.
It's unnecessary to delve into the actions of specific clans, which I don't contest, as it's not directly relevant to this discussion.
Claiming that Biimaal or Raxanweyn individuals cannot become president due to supposedly having done less achievements for Somalia compared to other clans is misleading and
false. We shouldn't compare clan achievements as a basis for presidency. Ideally, tribal background shouldn't determine presidential eligibility.
These two and other clans should be allowed to run for office simply because they are Somali like the rest of us.
People often forget the unwritten rule that only Hawiye or Darod individuals can become president or prime minister. This exclusion contributes to the loss of legitimacy of the Federal Government in the south and allows other groups to gain influence.
The federal government should be permitted to tax its citizens across Somalia, even if only through Federal Member States (FMS). Despite known corruption in Somalia, moving away from foreign funding would give the government a tangible reason to care about its citizens' needs.
Foreign powers wield significant influence in our government because the government relies on their financial support. It would be better if the government received funding from its citizens across the country, encouraging it to prioritize their interests and concerns.
Taxation fosters interest, expectations, and accountability from the citizens to the government. A government reliant on foreign aid becomes complacent and inefficient, lacking the motivation to improve because the citizens have no stake in how the money is spent.
