How Can I fund A Militia?

I want to make my own militia of 10,000 men. I will pay them $500 usd a month. Which will be $5,000,000 monthly and $60,000,000 yearly. I want this militia to destroy al shabaab once and for all.

The following year, I will have 50,000 men.

Which country should I negotiate with for great high class guns, artillery and other military equipment. I need at least 1,000 fleet, 500 tanks, and 2-5 thousand trucks.

I would also like to deal with Pakistan to get nukes if necessary. So we can nuke Ashayaadeen.

I want to help HSM defeat Alshabaab, because it would be an embarrassment to my OG self if he can’t do it, as he has the best PM who is OG.

Oh and I get to be military commander. Not HSM.

It’s Somalia. 500 is more than enough. Average Somali Soldier makes 368 a month.
